The Objectives:
- to promote the image of ODL methodology, by identifying criteria to develop a recognition system for competencies achieved through ODL and a certification system of ODL products and services;
- to provide structure and focus for a collaborative European network, involving the most representative European and national associations in order to capitalise their experiences and competencies;
- to encourage the production of ODL quality tools, supporting producers, teachers and education managers in integrating ODL into traditional environments.

Caliber-Net builds on previous work in the field of ODL Quality and on the partners' ongoing activities that are relevant to the project objectives. What is particularly valuable in this project, is that so many European networks are involved and are be able to capitalise on and develop synergy through the project.
Activities
The project activities are grouped in three 'cycles':
Cycle 1
This cycle consists of a set of general project activities:
- Project management and monitoring activities
- Setting-up of European Electronic Forum
- Summative evaluation
- Dissemination
Cycle 2
Here Caliber-Net conducts surveys concerning certification of ODL products and services, and recognition of competencies achieved through ODL. Some interesting cases are studied in more detail, and recommendations are
drawn from previous experience. All the partners assist in these surveys and help identifying interesting cases and examples.
Cycle 3
This cycle develops and tests new tools. There are already a range of development guides and quality manuals on different aspects of ODL. Caliber-Net does not duplicate previous efforts, but builds on them and brings forward new approaches related to scenarios and ODL models that are not well covered by existing quality tools. Another tool which has been developed is a European Glossary of ODL terms.
